At the Derby City Classic this year, the rule on a forgotten owed ball was (I think):
"Whenever either player realizes there is a ball owed (provided that it was overlooked at the correct time), you shoot once each and then spot it."
Is this regardless of who is at the table at the time, or is it always spotted at the conclusion of the players turn who owes it? For instance, if I owe the ball and we remember during on of my later turns, do we spot it after your next shot, or do we wait for me to finish and then shoot once each and spot it?

IMO the owed ball is spotted at the conclusion of the inning of the player owing the ball.

The DCC uses basically Grady's rule on when to spot -- the idea being that spotting a forgotten ball right away when it is remembered might accidently (or on purpose!) favor one player or the other, so spotting must be delayed in a fair manner. Delaying the spot so each player has a chance to adjust their strategy eliminates that problem. IMO, the current shooter finishes their inning, then the next shooter finishes their inning, then the ball spots, regardless of who owes the ball or balls. Of course, if at any time all the balls are off the table, then all owed or forgotten balls come up right away (not one at a time).

8.4 If any owed balls, or balls that have fallen into a neutral pocket are forgotten and later remembered, then instead of being spotted after the current shooter’s inning, they are spotted after the end of the next player’s inning, unless there are no balls left on the table, in which case they are all spotted immediately. In any case, any owed balls are not forgiven, but still must be paid.
With this added as 'house rule' note: In practice, forgotten balls may be spotted at any time after they are remembered, as long as both players agree on the timing; if either player objects to an earlier spotting, then rule 8.4 should be followed.
