I agree with your hypothesis but to a lesser extent. The key to my example is that the 15 ball receives more energy to exert against the lower two rows sending the 11 and 14 to the opponents pocket....

Depending upon the pocket characteristics, I would cut the 2 in using low, left English, hitting rail first. A fairly easy shot.

I am playing a safe shot and living for another day....shoot straight at the 14 and in to the 3. Both are out of play and the cue ball is by the opponents pocket.
