Is the race in games or balls?

Each side ("A" or "B") is a race to 23 "balls" played under standardized full rack rules. You play the first rack COMPLETELY out (all 15 balls). You play the second rack COMPLETELY out (all 15 balls). You play the third rack COMPLETELY out (all 15 balls)....."IF" you get to the fourth rack you guys are morons and can not count.
