We defer to the WPA or the BCA if the subject is not covered in detail in our rules. The rule quoted above was from the BCA rules. I couldn't find much about this particular suject in the WPA rules. This is from our Playing The Game menu:

"Unless clearly contradicted below, general pocket billiards rules of play and etiquette apply to One Pocket, and complete General Rules are available from the World Pool-Billiard Association (WPA) or the Billiard Congress of America."
