Rules Question

This happened at Freezers yesterday, Alex playing Andy. Score is Andy 7, Alex owes 1 ball. Alex starts a run and during his run he pockets a ball in a side pockets. He runs around 6 balls and scratches. He spots 3 balls which is correct,
But we all had a big conversation as to what would have happened if he hadn't scratched and instead ran out. At that point 2 balls would have to be spotted but no one was sure if they were to be spotted together or just 1 ball would be spotted and the the 2nd ball spotted after Alex's next shot. What would be the correct ruling here?

if all the balls are off the table
all the owed or balls needed to be spotted are spotted at the same time
from our rules
9.2 Any penalty balls owed by the shooter, or balls pocketed in a neutral pocket, are to be spotted at the end of the shooter’s inning. However, if a player runs off all the balls on the table without reaching a winning score, then all such balls are spotted immediately (all at once, not one ball at a time), and the shooter continues their inning. At no other time in One Pocket are balls spotted during any shooter’s ongoing inning.
